Study visit to the center for excellence in finance, slovenia

The GIFT-MENA network organized a study visit to the CEF: Center of Excellence in Finance in Ljubljana, Slovenia, a leading capacity development institution in public financial management and central banking in South Eastern Europe (www.cef-see.org).

The visit aimed at:

  • Exchange experiences and practices in the area of capacity-building in Public Financial Management; 
  • Showcase the governance structure and operating model of the CEF as a successful training institution specialized in PFM and Central Banking; 
  • Gain insight on the latest trends and tools in training engineering and interactive adult learning techniques; 
  • Discuss regional cooperation and the creation of communities of practice; 
  • Establish valuable working relations;

5 senior managers and training professionals representing 3 GIFT-MENA member institutions from Lebanon, Palestine and Morocco took part in the visit to explore:

  1. The CEF management structure Management, advisory and supervisory boards, in addition to CEF’s organizational structure; Institutional capacity development. 
  2. Capacity-building programs Short programs, certification and specialization programs; policy and research projects; technical assistance and networking.
  3. Learning practices and training tools 
  4. Creative and participatory training and learning methods used at the CEF such as the World Café, Open Space, Fish bowl; in addition to innovative facilitation techniques and social software that could enhance learning such as Animoto, Mindmeister, Prezi. 
  5. Operating Communities of Practice 
  6. Networking and Communities of Practice: The PEM PAL - Public Expenditure Management Peer-Assisted Learning network.
